Do I have to use the bolts on the side to remove the whole shroud thing on top or is there an easier way to get in? Thanks.

not really an easier way, but when you take the shroud off and replace the pull string, you will be surprised how easy it was. Just make sure not to force anything. all the parts should come off and go back on fairly easily. good luck.
This is one thing that really should go to a shop! The recoil starter is under spring tension and could be dangerous if not handled correctly when working on this item. The spring must be prewound, the rope inserted, and handle tied in. All while holding the spring back and down. If your hand slips, you could be injured. (cut or possably broken fingers)
Something for someone who is expert at this repair, for sure!

Time to take it to a service center such as Sears.

Make sure that once you install the new rope that you wind it against the spring a couple of turns so that it will retract.
