can a manual lawnmower cut 12 inch long grass?

we have grass up to 14 inches in our lawn. can a regualar, manual, push lawnmower that costs 75 dollars cut that?
plus- if it doesn’t work, what will?

    It can be done but it will take a lot of time and you will have to go over it a second time. Raise the wheels and the deck as high as possible. Go slow and when the mower starts to bog down lift the mower slightly off the ground to allow the grass room to move from the blades.

    The easiest way to cut grass this high is with a bush hog. If you are in an area where there are farmers ask one of them about cutting it down for you.

    Not easily. It will probably kill the mower.
    Go to a rental center and rent something more heavy duty. Ask if they have a sickle bar mower -
    or a brush cutter -
    Rake all that up and put it in the compost bin (or bagged for pickup).
    Then you should be ready for the regular mower.
