It is not too hard a project, but it does take some time to figure out how to do it. Since you are asking here, I suggest you take it to the service center and have them fix it. Get a service manual while you are there so next time you have the instructions.

buy a bulk cord, double what you need so in future you can fix it again. or pay well for a starter rope.
remove the starter, wind it all the way against the spring, and remove any remnant of the string. use vice-grips to hold it from re-coiling WHICH CAN BE DANGEROUS if you are holding it as it can scratch or maybe cut you. thread in the new string, tie a figure eight knot to hold it in, and carefully release the vice grips. thread it through all the eye screws and whatever up tothe handle, remove the pull handle and reattach the new string to the handle. it should be snug against the final loop holding the handle at the ready.
PULL AWAY!!

You don't have to replace the recoil starter, but it being under spring tension it is dangerous to attempt repair not knowing how. Small engine repair shops (like mine) are well versed in this procedure and charge a very small fee for this. Most are repaired while you wait!
