Are you talking about the safety bar that you have to hold to keep it running? Sounds like you may have a broken cable, or it has come unhooked at one end. It goes from the handle to the engine brake located under the cowling. Remove the cowling and locate the end of the cable. You should be able to see the problem. The cable can be replaced.

Follow the cable down from the bale (the part that you hold to keep the mower running) to the engine and see if the cable has come loose from the lever.

The pull rope goes on a reel in the housing. It's usually spring loaded. Sometimes it gets out of whack and you have to take it apart and fix it.

The mechanism varies by manufacturer but is fairly simple. Just start taking it apart and you'll see how to reset it.

I fixed on a few years ago by rewinding the spring.

You might want to install a new pull rope while you're in there.
