Simply pull the gas line from tank to carburetor off the carburetor and drain the fuel into another container.  Many times you can drain the water off the bottom of the tank without draining all of the gas.  You also need to drain the carburetor float bowl.  You can let the container sit until the water sinks to the bottom and carefully pour the gas off the top leaving the water behind.
