Is the air filer clean and not clogged with dust and grass? Are you getting spark at the end of your spark plug when you attempt to start the engine? Lastly... are you getting fuel? You may have a full tank of gas but the filter in the tank could be plugged. This is not very common but it has happened to me. I know how to work on these but I don't recommend just anyone tearing one apart unless you have above average mechanical smarts. No offense but some people take things apart and can't get things back together. 

Personally, I think it's a spark plug issue because I have seen many times where the plug gets fouled out because the filter is dirty. A clogged filter acts like a choke and thus causes a rich running condition that fouls the plug. I suggest you clean the filter or better yet buy a new one. While you are there... take your old spark plug with you and get a NO FOUL SPARK PLUG... They are worth every Penney extra you pay for them. My mower is 3 years old running the same plug. Starts on the first pull nearly every time. Keep your filter as clean as you can. 

One more thing... don't leave your lawn mower outside in the rain and expect it to start. The magneto that sends power to  the spark plug will get rusty and bingo... NO MORE SPARK.

There is no choke.... The red bulb is a primer that acts like a choke. If this mower is fairly new, don't be surprised if the plug is fouled. It happens all the time. 

Go get a no foul plug that fits your mower.
