This will change the ignition timing and cause it not to start. The only way to check it is to remove the engine cowling and the flywheel nut and see if the keyway is perfectly aligned. If it's electric unplug the power or if it's cordless remove the battery. Now you need to tilt this mower over to one side and see if the blade is bent or is stuck. You'll need a pair of work gloves to turn the blade in a counter-clock action to see if it moves freely. If it does then poor in some gas and connect the spark-plug back in. Electric cords plug in them or cordless install back the battery. If it doesn't then you have a problem. This would need to be serviced, if you feel you can't fix this problem. Home depot would check it out and repair the issue for you.
