What is the proper tension when replacing the recoil starter on a lawnmower?

How to put a lawnmower tire back on a rim?

Note: I tired the rope and soap suggestion immediately after I read it, and it appears that that would have worked…if I was trying to do that when I first needed to get the tire around the rim. Unfortunaately however, it appears that that trick is just making the tire engulf the rim even more. Thanks for all of your help in advanced.
