Why would self-propelled lawnmower stop propelling after only 1 pass over the lawn?

I pulled back a bit on the mower to turn around and now the self-propelling feature will not work. When I engage the drive control bar, I hear a faint screeching noise, somewhat like a loose belt. The mower still works but is extremely hard to push.

i was thinking about making a go cart out of a lawnmower?

I have an old riding lawnmower where three of the wheels have gone flat and the wheel is loose from the tire. I took off the plastic/rubber cap on in the middle of the wheel expecting to see a big bolt there but instead it’s just a metal nub or something and I can’t figure out the next step so I can remove the wheels to take them to the air machine at the convenience store. Also will I have a problem getting air in the tire since the tire and wheel are separated?
