What is that (black) rubber flap just behind the lawnmower?

lawnmower

I have no idea what its for. Does it even serve any significance as to protect my legs from debris? or is it like a leveling device to spread the cut grass/leaves evenly across the area behind what i just mowed.

    protect you from debris.
if a tiny stone goes through the lawnmower it might get ejected towards the back and hit you. this can be painful.
